Yurii Miroshnychenko

He was born on February 3, 1970 in the village of Lisino-Korpus, Tosnensky District, Leningrad Region.

Education:

2004 – National Academy of Public Administration under the President of Ukraine,  master’s degree in ”Public Administration”.

Career:

1993 – 2006 – enterprises and associations of citizens, legal and administrative work

2006 – 2019 – Member of Parliament of Ukraine (Verkhovna Rada of Ukraine of V-VIII convocations)

In the Verkhovna Rada of Ukraine of the V convocation – member of the Committee on justice, Chairman of the subcommittee on procedural legislation (May 2006 – December 2007).

In the Verkhovna Rada of Ukraine of the VI convocation – a member of the Committee on legal policy, Chairman of the subcommittee on the organization and activities of justice, notaries, law associations and legal aid to citizens (December 2007 – December 2012).

In the Verkhovna Rada of Ukraine of the VII convocation – Deputy Chairman of the Committee on foreign affairs (December 2012 – November 2014).

In the Verkhovna Rada of Ukraine of the VIII convocation – a member of the Committee on legislative support of law enforcement, Chairman of the subcommittee on reform of the penitentiary system, the activities of penitentiaries and probation (December 2014 – August 2019).

As a Member of Parliament of Ukraine, as well as in the process of scientific and teaching activities, he endeavoured to develop democracy in Ukraine, protect the rights of citizens, spiritual values ​​and the environment, introduce European standards of democracy, create a favorable and competitive business environment and promote a healthy lifestyle.

He was a co-founder and a member of several inter-factional unions in the Verkhovna Rada of Ukraine, including:

– “For a full cycle of public policy” (was created as a pilot project to implement the recommendations of the Pete Cox Commission on parliament reform);

– “For the morality, spirituality and health of Ukraine.”

– systemic amendments to the Law of Ukraine “On notaries” (small reform of notaries) (2009);

– systemic amendments to some laws of Ukraine on the regulation of chaplains in bodies and institutions belonging to the sphere of management of the State penitentiary service of Ukraine (2013);

– systemic changes to some laws of Ukraine on the introduction of the institute of clergy (chaplains) in the military, law enforcement agencies (2013);

– on freedom of peaceful assembly (2013);

– systemic amendments to the Law of Ukraine “On the Rules of Procedure of the Verkhovna Rada of Ukraine” on opposition rights (2014);

– on internally displaced persons (2014);

– on elections of MP of Ukraine (2014);

– on the penitentiary system (2017);

– on the Disciplinary Statute of the penitentiary system (2018).

He paid special attention to the development of election legislation. In two convocations he was the author of election draft laws. He was a member of the parliamentary working group on the development of the Electoral Code of Ukraine.

During several election campaigns, he was the authorized representative of the candidates for President of Ukraine in the Central Election Commission with the right of advisory vote and the authorized representative of political parties in the Central Election Commission with the right of advisory vote.

Founder and head of the All-ukrainian public association “New generation”, whose main national projects were “School of politics of the new generation”, “All-Ukrainian school of youth leaders”.

2000 – 2005 – member, Chairman of the Board of the Regional environmental center REC-Kyiv.

2003 – 2006 – Deputy Chairman of the National council of youth organizations of Ukraine.

Since 2005 – president of the Center for effective governance (from April 2006 on a voluntary basis).

Candidate of political science, majoring in Political institutions and processes.

PhD in constitutional and municipal law.

Associate Professor of history and theory of state and Law by the decision of the Certification Commission of the Ministry of Education and Science of Ukraine.

He speaks English.

On October 4, 2019, he was appointed a member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine № 182-IX. On the same day, he took the oath of a member of the Central Election Commission.

Appointed responsible for ensuring the exercise of the powers of the Central Election Commission in Donetsk and Lugansk Regions.

Main activities of the Commission:

– coordination of the organization of training and ensuring the implementation of measures to improve the legal culture, legal awareness and responsibility of voters;

– coordination of the formation of polling stations, the formation and operation of polling station election commissions during the preparation and conduct of elections of the President of Ukraine, members of parliament of Ukraine, all-ukrainian referendum, local elections and referendums on ships sailing under The State Flag of Ukraine, at the polar station of Ukraine, in the institutions of the penitentiary system, other places of temporary stay of voters (citizens) with limited mobility;

– coordination of the legal protection and implementation of suffrage and the right to participate in referendums of internally displaced persons, preparation of proposals for improvement and uniform application of the legislation of Ukraine, clarifications and recommendations on these issues.
