Vitalii Plukar

He was born on September 26, 1986 in Kyiv, Ukraine.

Education:

2008 – Ivan Franko National University of Lviv, Law faculty, Faculty of International Relations, Master of Laws and International Economic Relations. Translator.

Career:

2008 – Chief Specialist of the Legal and Personnel Department of the State Department of Environmental Protection in Lviv Region

2008 – 2013 – Chief Consultant of the Commission’s Representation Department in the Courts of Legal Management of the Secretariat of the Central Election Commission

2013– 2014 – Advising Assistant to the MP of Ukraine

2015 – 2018 – Head of the Department of monitoring the activities of local authorities and supporting their legislative initiatives, Department of local self-government and decentralization, Administration of the President of Ukraine

2018 – 2019 – Member of the Central Election Commission

Candidate of legal sciences. In 2011 completed PhD, thesis on Administrative proceedings in cases of appeal against decisions, actions or inaction of election commissions during the preparation and conduct of elections in Ukraine.

He speaks English and Polish.

He was awarded the Diploma of the Central Election Commission and the Gratitude of the Central Election Commission.

On October 4, 2019 he was appointed a member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine № 184-IX. On the same day, he took the oath of a member of the Central Election Commission and was elected Deputy Chairman of the Central Election Commission.

Appointed responsible for ensuring the exercise of the powers of the Central Election Commission in Kyiv.

Main activities of the Commission:

– coordination of methodological and legal support of the Central Election Commission, as well as the work of election commissions and commissions on the all-Ukrainian referendum;

 – coordination of concerning the representation of the Commission’s interests in courts;

– coordination of the legislative support of the Commission’s activity;

– coordination of procurement of goods, works and services by the Central Election Commission at the expense of the State Budget of Ukraine, as well as ensuring the organization of the work of the tender committee of the Central Election Commission;

– by order or instruction of the Chairman of the Central Election Commission to exercise certain powers of the Chairman of the Commission provided by the Law of Ukraine “On the Central Election Commission”, the Regulations of the Central Election Commission and the resolution of the Central Election Commission of October 22, 2019 № 1930 ”, “On the division of responsibilities between the members of the Central Election Commission”, in the absence of the Chairman of the Commission or the inability of the Chairman of the Commission to exercise his powers.
