Pavlo Liubchenko

He was born on July 17, 1967 in Sverdlovo, Bobrynets district, Kirovohrad Region.

Education:

In 1986 he graduated from the Kirovohrad Technical School of Agricultural Mechanization with a degree in Mechanical Engineering.

1994 – Kharkiv Law Institute, Lawyer;

1997 – postgraduate study at the Ukrainian Law Academy;

2006 – graduated from the doctorate of the Yaroslav the Wise National Law Academy.

Career:

1986 – Assistant to the formen of the Tractor crew of the Sverdlov State Farm, Bobrynets District, Kirovohrad Region

1986 – 1988 – Military service in the Armed Forces

1989 – Structurel worker of the Kirovohradbud Construction and Installation Trust

1997 – 2001 – Assistant of the Department of State Building of the Yaroslav the Wise National Law Academy of Ukraine

2001 – 2010 – Associate Professor, Department of State Building, Yaroslav the Wise National Law Academy of Ukraine

2010 – 2019 – Professor of State Building, Yaroslav the Wise National Law University

He took an active role in drafting laws, worked as a member of the working group of the parliamentary committee for the processing and preparation of the second reading of the draft Law of Ukraine “On Local Referendum”.

Co-author of the draft Statute of Kharkiv territorial community, the draft Program of local self-government development in the Kharkiv region for 2006 – 2010. Prepared conclusions on drafts of acts of executive and local self-government bodies.

Organized and conducted lectures, seminars, trainings for civil servants and local government officials, as well as members of district and precinct election  commissions.

In 1999  Defended the dissertation for obtaining the scientific degree of the Candidate of Legal Sciences on the topic “Competence of local self-government: organizational and legal issues of implementation”;

In 2003 he was awarded the academic title of associate professor of the Department of State Building of the Yaroslav the Wise National Law Academy of Ukraine;

In 2008 he defended his dissertation for the degree of Doctor of Laws on the topic “Local self-government in the system of civil society institutions: constitutional and legal aspect” in the specialty “Constitutional Law”;

In 2012 he was awarded the academic title of Professor of the Department of State Building of the National Law Academy of Ukraine named after Yaroslav the Wise.

Member of the Scientific Advisory Board of the Constitutional Court of Ukraine, prepared a number of scientific opinions for the Constitutional Court of Ukraine.

Chairman of the Specialized Academic Council D.64.086.04 at the National Law University named after Yaroslav the Wise.

He headed creative teams that conducted fundamental research on the problems of legal regulation of relations in the field of organization and activity of state power and local self-government in Ukraine. In particular, on the following topics: “Problems of legal regulation of local self-government and communal property relations”, “Problems of legal regulation of local self-government in the aspect of Ukraine’s European integration”, “Problems of state building and local self-government in the development of constitutionalism in Ukraine”, “Public authorities in Ukraine: constitutional and legal regulation of the implementation mechanism”, “Theoretical and legal bases of territorial organization of power in Ukraine ”.

The main areas of research are the problems of constitutional and municipal law, suffrage and the process, formation and development of civil society.

He has published more than 170 scientific papers (monographs, textbooks, manuals, articles).

Since 2000 he has been working part-time at the Research Institute of State Building and Local Self-Government of the National Academy of Legal Sciences of Ukraine. Since October 2019 – Chief Researcher of the sector of constitutional and administrative law.

He was awarded the Diploma of the Verkhovna Rada of Ukraine, the Badge “Distinction of the Chairman of the Constitutional Court of Ukraine”, the medal “Labor Glory” II degree, the Diploma of the Kharkiv Regional State Administration, the Diploma of the Kharkiv Regional Council, the Diploma of the Kharkiv City Council, the Diploma of the Kharkiv City Council. Diploma of the National Academy of Legal Sciences of Ukraine, Diploma of the Association of Local Governments of Kharkiv region.

Winner of the Yaroslav the Wise Award (2007).

On October 4, 2019, he was appointed a member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine № 181-IX. On the same day, he took the oath of a member of the Central Election Commission.

Appointed responsible for ensuring the exercise of the powers of the Central Election Commission in Zhytomyr and Sumy Regions.

Main activities of the Commission:

– coordination of issues related to the generalization of practice and preparation of proposals for improving the electoral legislation and the legislation of Ukraine on all-Ukrainian and local referendums;

– coordination of issues related to compliance with the principles of the referendum process provided by the Constitution and laws of Ukraine, control over compliance with the requirements of the legislation of Ukraine on referendums;

– coordination of issues related to the implementation and protection of constitutional rights of citizens of Ukraine during the preparation and holding of the first elections of deputies of village, city councils of united territorial communities and relevant village, city mayors, additional elections of deputies of village councils;

– coordination of issues related to the preparation of proposals for improving the legislation on other forms of direct democracy for the implementation of the people’s will;

– coordination of issues related to the implementation of anti-corruption legislation and interaction of the Central Election Commission with the National Agency for Prevention of Corruption;
