Acted as a subject of legislative initiative of bills:
– on amendments to some laws of Ukraine (concerning the prevention of corruption by certain subjects of the election process);
– on ensuring transparency and legality of communication with the subjects of power.
Under his co-authorship, Verkhovna Rada of Ukraine of the VIII convocation adopted the Law of Ukraine № 2379-VIII “On Amendments to the Law of Ukraine “On Voluntary Association of Territorial Communities” on voluntary joining of territorial communities of villages and settlements to territorial communities of cities of regional significance”.

In 2015, at the Dnipropetrovsk State University of Internal Affairs of the Ministry of Internal Affairs of Ukraine, he defended his dissertation for the degree of Candidate of Law on “Administrative and legal principles of de-shadowing of relations in business.”

Co-author, author of a number of monographs, 10 scientific and practical commentaries, scientific articles and textbooks on administrative, commercial and civil law.
As part of the author’s team participated in the preparation and publication of scientific and practical commentary on the Laws of Ukraine “On the Parliament Elections”, “On the President Election”, “On the Local Elections”.
Author of a comprehensive expert research “Administrative and legal principles of delimitation of powers between the executive authorities and local governments of Ukraine.”
He is a member of the Supervisory Board of the National Pedagogical Dragomanov University.
Honorary Academician of the International Royal Academy named after St. Ambrose of Milan (Italy).
Honored Lawyer of Ukraine. He was awarded the Diploma of the Verkhovna Rada of Ukraine, the Honorary Award of the Union of Lawyers of Ukraine “Outstanding Lawyer of Ukraine” and the medal of the Association of European Scholars “For outstanding contribution to the spread of the idea of European unity.”
On October 4, 2019, he was appointed Member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine № 171-IX. On October 15, 2019, he took the oath of a Member of the Central Election Commission.
Appointed responsible for ensuring the exercise of the powers of the Central Election Commission in Rivne Region, the Autonomous Republic of Crimea and the city of Sevastopol.
Main activities of the Commission:
– coordination of ensuring the activities of official observers from the subjects of election and referendum processes and public organizations during the preparation and conduct of elections of the President of Ukraine, People’s Deputy of Ukraine, all-Ukrainian referendum, local elections and referendums, generalization of practice and preparation of proposals for equal application improvement of the legislation of Ukraine, explanations and recommendations on the specified questions;
– coordination of legal protection and exercise of suffrage and the right to participate in referendums of internally displaced persons, preparation of proposals for improvement and uniform application of the legislation of Ukraine, explanations and recommendations on these issues;
– generalization of practice and preparation of proposals for improving the legislation of Ukraine on election campaigning and agitation during referendums;
– coordination of implementation of anti-corruption legislation and interaction of the Central Election Commission with the National Agency for the Prevention of Corruption regarding the submission of declarations by the subjects of the election process.
