Iryna Yefremova

Iryna Yefremova was born on March 26, 1959 in Kharkiv, Ukraine.

Education:

In 1988 Iryna Yefremova graduated H. Skovoroda Kharkiv Pedagogical Institute, where she studied Russian language and literature;

In 2003 – graduated Yaroslav the Wise National Law Academy of Ukraine, where she studied Law;

In 2008 she graduated Kharkiv Regional Institute of Public Administration of the National Academy of Public Administration under the President of Ukraine, master’s degree in ”Public Administration”

Career:

From 1977 to 1978 she worked at the Leninsky district people’s court of Kharkiv.

He also worked at the Gottwald city council of the Kharkiv region from 1980-1982.

During 1982 – 1987 Iryna Yefremova worked at the Executive Secretary at the Gottwald District Executive Committee of the Kharkiv Region.

From 1987 to 1995 – teacher, Chemuzhiv secondary school of I-III grades, Kharkiv region.

From 1995 to 2003 – Zmiyiv District State Administration of Kharkiv Region, Head of the District Service for Minors, Head of the Department for Family and Youth, Head of the Department for Youth and Sports, Head of the Department for Family and Youth

From 2003 to 2005 – Lawyer , “Credo” PE.

2005 – 2010 – Head of the Pecheneg district state administration of the Kharkiv region

In 2014 she was Adviser to the Minister of Internal Affairs of Ukraine

From 2014 to 2018 – MP of Ukraine

2018 – 2019 – member of the Central Election Commission

She was elected a deputy of the Pecheneg district council of the Kharkiv region (2006-2010) and a deputy of the Kharkiv regional council (2010-2014).

During 2014 – 2018 – as a MP of Ukraine of the VIII convocation she participated in preparation of more than 100 draft laws.

Under her authorship and co-authorship, the Verkhovna Rada of Ukraine of the VIII convocation adopted the following laws:

– Law of Ukraine № 1836-VIII “On Amendments to Certain Laws of Ukraine Concerning the Provision of Assistance to Children of a Deceased Survivor”;

– Law of Ukraine № 2281-VIII “On Amendments to Article 115 of the Law of Ukraine “On Compulsory State Pension Insurance” сoncerning the assignment of an early old-age pension to families of persons who died as a result of injury, mutilation, contusion or other damage to health received during participation in the Revolution of Dignity ”;

– Law of Ukraine № 1665-VIII “On Amendments to the Tax Code of Ukraine to provide favorable conditions for the implementation of charitable telecommunication messages”;

– Law of Ukraine № 1673-VIII “On Amendments to Article 3 of the Law of Ukraine “On pension provision for persons released from military service and certain other persons” (on supplementing the list of persons entitled to pensions on an equal footing with military personnel and members of their families) ”;

– Law of Ukraine № 1080-VIII “On amendments to certain laws of Ukraine concerning the social protection of reserves affected by participation in an anti-terrorist operation and members of their families”.

Associate Professor of the Department of legal support of economic activity of Kharkiv National University of Internal Affairs.

PhD in Law.

The main areas of research: family law, civil law, protection of children’s rights.

Her research interests include liability in family law, private law and public law protection of children’s rights. As a people’s deputy of Ukraine, she was one of the authors of the draft Law of Ukraine “On amendments to certain legislative acts of Ukraine on strengthening the protection of the child’s right to appropriate maintenance by improving the procedure for enforced recovery of alimony arrears.” She has published more than 20 scientific works.

She was awarded the Order of Princess Olga III degree (2008) and the Order of Princess Olga II degree (2017), the medal “Businessman of Ukraine 2007”, awarded the Orthodox orders: “Great Martyr Barbara”, “Great Martyr Catherine” I and II degrees, “To 1020th anniversary of the Baptism of Rus”.

On October 4, 2019, she was appointed a member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine № 179-IX. On the same day, she took the oath as a member of the Central Election Commission.

Appointed responsible for ensuring the exercise of the powers of the Central Election Commission in the Kharkiv Region.

Main activities of the Commission:

– coordination of interaction of the Commission with the Security Service of Ukraine, the Ministry of Internal Affairs of Ukraine, the National Police of Ukraine in order to ensure the voting rights of citizens of Ukraine and the right to participate in the all-Ukrainian referendum;

– coordination of participation of the Central Election Commission in the preparation of recommendations on the peculiarities of law enforcement activities during the preparation and conduct of elections of the President of Ukraine, people’s deputies of Ukraine, local elections, referendums;

– coordination of generalization of the practice of prevention and counteraction to criminal and administrative offenses during the organization of preparation and holding of elections and referendums;

– coordination of preparation of proposals for the improvement of legislation governing criminal and administrative liability for violations of electoral legislation and referendum legislation;

– coordination of the interaction of the Central Election Commission with the Office of the Commissioner for Human Rights of the Verkhovna Rada of Ukraine on the observance of electoral rights during the organization of the preparation and conduct of elections and referendums.
