Andrii Yevstihnieiev
Andrii Yevstihnieiev was born on February 3, 1982 in Kirovohrad, Ukraine.
Education:
In 2005 he graduated witn honour Law Faculty Taras Shevchenko National University of Kyiv.
Mr. Yevstihnieiev obtained PhD in Law
Career:
From 2004 to 2018 Andrii Yevstihnieiev worked as a lawyer and attorney in law companies and bar associations.
In 2006 – certified of right to practice law.
From 2008 to 2018 – engaged in individual entrepreneurial activity.
During 2018 – 2019 he worked as a member of the Central Election Commission
He also worked as an advising assistant to MP of Ukraine of VI, VII and VIII convocations, author and co-author of more than 100 legislative proposals.
During the elections of 2006, 2007, 2008, 2014 he provided legal support to the subjects of electoral processes.
At the early elections of the President of Ukraine in 2014, he was the authorized representative of the candidate for President of Ukraine in the Central Election Commission with the right of advisory vote.
In 2007 he worked as a lecturer at NDI and IRI for members of precinct, territorial election commissions and official observers in the early elections of MP of Ukraine.
From 2008 to 2014 he was a member of the Coordination Council of Young Lawyers at the Ministry of Justice of Ukraine.
2012, 2015 UNDP office in Ukraine, lecturer and expert.
Since 2014 – a certified expert of the National Association of Advocates of Ukraine with the right to organize and conduct training events for lawyers of Ukraine, which he conducted during 2015 – 2017.
During 2016-2017 he was a participant in the competition for the Supreme Court. By the decision of the High Qualification Commission of Judges of Ukraine of July 27, 2017, he was recognized as having confirmed his ability to administer justice in the Commercial Court of Cassation within the Supreme Court.
Since 2007 he has been teaching at the Faculty of Law of the Taras Shevchenko National University of Kyiv.
Since 2012 – Associate Professor of Environmental Law.
2017 – 2018 – Taras Shevchenko National University of Kyiv, Law Faculty, a member of the scientific and methodological commission
Author and co-author of about 100 scientific and educational publications.
He was honoured by the Ministry of Justice of Ukraine, the OSCE, the Coordination Council of Young Lawyers at the Ministry of Justice of Ukraine.
On October 4, 2019, he was appointed a member of the Central Election Commission by Resolution of the Verkhovna Rada of Ukraine № 178-IX. On the same day, he took the oath of a member of the Central Election Commission.
Appointed responsible for ensuring the exercise of the powers of the Central Election Commission in Kirovohrad and Zakarpattia Regions.
Main activities of the Commission:
– participation in coordination of monitoring the generalization of judicial practice in cases of violations of election and referendum legislation, study of legal positions of courts and legal substantiation of their decisions in this category of cases, practice of application of procedural legislation by courts in cases related to election process; the process of referendum, development of proposals for improving the legislation governing the relevant legal relations;
– coordination of control over the receipt, accounting and use of election funds of political parties, candidates for President of Ukraine, candidates for MP of Ukraine, funds of all-Ukrainian and local referendums, opening, closing accounts in banks, monitoring sources of funds, review of the financial reports on the receipt and use of funds, analysis of financial statements on the receipt and use of relevant funds.
